<p>Internet of Things (IoT) is an important part of the ongoing digital transformation of our society. Through IoT, new innovative solutions have been made possible in areas such as community building; climate; health; and medical care. The goal of IoT Sweden&#8217;s call for 2022 is to help more municipalities and regions to use IoT in innovative ways in their operations.</p>
<p>&#8211; IoT has already a widespread use in the public sector featuring smart solutions in healthcare, schools, community building and more. However, there is still great potential for new innovations and also to scale up the use of IoT, said Olle Bergdahl, programme manager at IoT Sweden.</p>
<h2>Focus on three areas </h2>
<p>IoT Sweden has so far funded over a hundred innovative IoT projects. This year&#8217;s call focuses in particular on three areas of need; equal access to health; safe public environments; and quick facilitation of the climate transition. </p>
<p>&#8211; These are three important areas that affect all people and where we see that IoT plays a key role in contributing to the goal of a more equal, sustainable and secure society, said Olle Bergdahl.</p>

<h2>Companies can apply for funding</h2>
<p>IoT Sweden&#8217;s innovation projects always take place in collaboration between the public and the private sectors as well as with research and innovation actors. New for this year is that private companies can also apply for funding to run Preparatory projects. IoT Sweden sees the importance of a strong collaboration between industry and the public sector in order to be able to create innovation and drive development forward.</p>
<p>Other project types that are financed are Prototype development projects and Implementation projects. The total budget for IoT Sweden&#8217;s call is 30 million SEK. The last day to apply is 1 December 2022.</p>

<h2>Why interoperability is so important</h2>
<p>In order to use and share data between different systems, applications and users, the formats of the information need to be recognisable, readable and able to communicate with each other. Work is well underway to develop standards that facilitate data sharing and increase the ability of data to work together in different systems, known as interoperability. Speaking the same language creates the conditions for better availability of data and systems, regardless of the provider.</p>
<p>In other words, we need data that is accessible, but also of high quality. This will foster the development of scalable and efficient system solutions and create a huge market for new services and products in smart cities. The aim is to develop platforms for institutions, businesses, municipalities and citizens to facilitate work across domains.</p>
<h2>MIMs – a minimum level of interoperability</h2>
<p>Full interoperability would mean compliance with a large number of detailed standards, requiring significant resources. In order for as many as possible to benefit from an open market – including small and medium-sized towns and municipalities and those with limited resources – a “minimal” level of interoperability is needed. This means sufficient interoperability to allow “good enough” integration of systems, contributing to the development of a healthy market based on the demand of need owners to be able to reduce costs, minimise risks and prevent lock-in.</p>
<p>Open and Agile Smart Cities (OASC) is an international membership network of municipalities and cities. It has developed sets of specifications that support different aspects of a local data ecosystem, called MIMs (Minimal Interoperability Mechanisms). The MIMs provide the technical basis for the procurement and distribution of urban data platforms and end-to-end solutions in cities and communities around the world, and are transparently curated in a continuous process by members of the OASC network.</p>
<h2>MIMs are based on open APIs</h2>
<p>The basic requirements for MIMs are that the local data system is based on interfaces that are open for the exchange of data, so-called open APIs (Application Programming Interfaces). A city or municipality therefore needs to use a framework (architecture) that supports a platform for open, flexible and easily distributable open data/APIs.<br />
At present, OASC has developed 10 MIMs, of which the earliest ones (MIM1 and MIM2) have already been successfully used for several years – mostly in the context of setting requirements for various municipal and public procurements.</p>
<p>• MIM1 (Context Information Management) ensures that IoT data can be appropriately linked in data sets/data streams</p>
<p>• MIM2 (Common Data Models) ensures that all devices used in data sets/data streams are described with consistent and machine-readable data</p>
<p>MIMs 3–10 are at various stages of development in a process that will culminate in a final governance model. Please see the figure.</p>

<p>MIM work is prepared and developed in working groups, through network representatives (members and partners). Testing, definition and decision-making on specifications, etc. then takes placed at different stages, culminating in final approval by the highest authority – the Council of Cities. It is important that the work is well anchored and ensured through testing before an MIM is rolled out.</p>

<p>MIMs will play an increasingly important role in supporting greater harmonisation. MIM1 and MIM2 are already being used by several different Swedish municipalities in public procurement. From an international perspective, various EU programmes will require MIM principles as programme support and for the implementation of projects in sustainable and smart cities.</p>

MIMs – the key to interoperability?

<p>Data is the new raw material. Data is used at the individual, organisation and societal level, and comes with organisational and technical barriers that need to be managed. Smart City Lab is a project within IoT Sweden that will address the issue of how municipalities can have standardised and quality-assured data management.</p>
<h2>Support function and meeting point</h2>
<p>Smart City Lab is both a support function for Sweden’s municipalities and a meeting point for learning and experience. It is an arena for collaboration and standardisation of soft digital infrastructure. Smart City Lab wants to be able to offer a toolbox of concrete models and tools, full of examples and guidelines. Four different networks will be set up within the project: Suppliers, “The Journey” (how to move forward in the digital journey), MIMs (framework and standardisation at the international level), and Procurement.</p>
<p>– There is a gap between the directives and guidelines in place and the reality of the municipalities, says Therese Balksjö, project manager of the project at RISE.</p>

<h2>Collecting the puzzle pieces</h2>
<p>– There are a lot of good projects in Sweden, with a lot of wisdom that can be extracted and applied – these are the puzzle pieces that we will collect, says Claus Popp-Larsen, project manager of the project at RISE. We will also look at international lessons learned, and see what has been done abroad that we can learn from here in Sweden, Claus continues.</p>
<p>– If you have 5,000 inhabitants in a municipality, how can you even recruit staff with the right expertise? Do all of the 290 municipalities need to be in agreement – no, that’s not going to happen. We need to get the ball rolling and start collaborating, says Markus Flyborg, solutions architect at Sundsvall Municipality, the municipality that was named Digitalisation Municipality of the Year last week.</p>
<p>Markus Flyborg continues:</p>
<p>– We need to get out of the feasibility study rut – we do Proof of Concepts and pilots that end up on a shelf and never make it to scale-up. We need to start collaborating and finding models together, and Smart City Lab is a good place to start.</p>

<p>So far, the project’s work has involved mapping snow clearance operations in the municipalities of Ånge and Örnsköldsvik. Questions that have been analysed are what the flows are like and whether there are any bottlenecks.</p>
<p>– What we can conclude is that a lot of time is spent on visual inspections of various kinds. For example, someone needs to physically go around and see where there is a need for snow clearance, says Jennie Söderström.</p>

<p>Other knowledge gained is that many cases are created for the municipality when snow clearance does not work as intended. People contact the municipality with complaints and comments when the snow is not properly cleared, creating unnecessary administration and case management for the municipality.</p>
<h2>Three different application areas for IoT</h2>
<p>The snow clearance project will initially use IoT in three different areas. The sensor technology used is based on research developed by Mid Sweden University.</p>
<h3>Sensors that measure snow</h3>
<p>The first area involves using sensors to analyse snow. The sensors will be positioned on lampposts about 3–4 metres from the ground, and will be connected to a LoRa network. They can then send data on their distance to the snow, which can be used to calculate the snow’s depth.</p>
<h3>Route optimisation</h3>
<p>The second area relates to route optimisation. This can involve, for example, the best direction from which to plough a road or bike path and where to place the snow piles. Route optimisation is also intended to support in setting priorities, such as public transport routes. Vehicle data from buses and snow clearing vehicles will be used to make these optimisations.<br />
Monitoring of sand supplies with IoT</p>
<p>– Finally, the third area is about using sensor data to ensure that the sand supplies in a municipality do not run out. Municipalities store sand for roads in elevated sand containers. The sensors are used to indicate when the sand is running out. Otherwise, this would have to be done manually, explains Jennie Söderström.</p>
<p>Another challenge in the project is that the COVID-19 pandemic has caused component shortages at several places in the supply chain – something that the technology companies involved have had to deal with.</p>
<h2>Snow clearance costs SEK 1.5 billion a year</h2>
<p>Snow clearance currently costs Sweden’s municipalities SEK 1.5 billion every year. The aim is for this project to lead to a new and efficient way of working with snow clearance. It is also hoped that the concept can be scaled up, used by more municipalities in Sweden, and even exported abroad eventually. Finally, project manager Jennie Söderström wants to see a real winter this year:</p>
<p>– Yes, we hope for a lot of snow, so we can really put the technology to the test!</p>

<h2>Connected SRS</h2>
<p>Connected SRS was launched in 2018 and implemented by the City of Stockholm Development Administration (project manager) in close collaboration with the City Executive Office and the project’s partners RISE, Sensative, Metry and Sankt Erik Kommunikation, along with a large number of administrations and companies of the City of Stockholm.</p>
<p>Pilot tests of IoT solutions were conducted in the areas of resource flows in properties, green areas and parks as well as travel habits and mobility. The project partners have also developed a new IoT platform based on the Fiware standard. The project was run as a hub within the framework of IoT Sweden.</p>
<h3>Anna Bondesson, what has it been like to manage and lead this project?</h3>
<p>– Collaboration has been a key word. It is very much a matter of establishing a good dialogue based on trust and openness, and continuously developing a shared “language” and knowledge base. I believe it is about having the ability to have uncharged conversations between different partners and competencies in the project.</p>

<h3>You used an agile approach in the project. Why?</h3>
<p>– In this type of exploratory project, it is impossible to know what the end result should and will be at the time of project start. Progress and success are very much a matter of being able to revise and re-evaluate decisions and thoughts along the journey. Daring to choose a path and also realising that some things need to be shelved and dealt with at a later stage are also important for moving forward. Looking back, I realise we could have been even better at prioritising, and that&#8217;s a lesson I’ll take with me.</p>
<h3>Could you describe some of the challenges of the project?</h3>
<p>– A fundamental challenge was finding a reasonable and feasible level of innovation and development; finding compromises between the needs of the sustainability work at Stockholm Royal Seaport (Norra Djurgårdsstaden), the maturity of the market, and the development needs and interests of different parties. For example, in some of the pilots it was not possible to collect the data identified as most interesting or central to the sustainability work. We were then forced to compromise to move forward with more practical tests.<br />
– It was also a matter of having “just the right amount” of long-term development perspective; syncing with the City’s central policies and the development of a central IoT platform while getting started with testing and practical solutions.</p>
<h3>How did you manage to have “just the right amount” of long-term perspective?</h3>
<p>– Once again, it is very much a matter of having continuous dialogue and collaboration. Putting together groupings of representatives from involved parties and affected actors in the City. Within the project, we had a coordination group that managed the continuous progress, priorities and direction. The pilots were conducted with the help of working groups made up of experts from relevant administrations and companies. The project also worked actively to establish points of contact and to raise issues that need to be addressed jointly in the City, across administrative and company boundaries. Communication is incredibly important.</p>
<h3>What is important to consider when running innovation projects?</h3>
<p>– Wow, that’s a big question! Obviously, there are many things to consider. I think an important prerequisite is to define where the project is in the innovation cycle. For example, in a pilot project, it is important to be clear about what the project is expected to contribute and how any continuation will be implemented and funded.<br />
– In the middle of an exciting project, it is easy to put off these discussions and decisions. But without a plan for further development, there is a risk of the project stalling later on. It is also important that there is an understanding among all parties that the focus is on innovation and a shared journey of learning; that the development needs of different parties need to be addressed within the project.</p>
<h3>Do you have any more insights from the project?</h3>
<p>– I have a ton! I think the most central or overarching insight is that this type of research and innovation project needs to be seen as part of a long-term “learning journey”. SRS had a very ambitious vision. Many had hoped that we could move faster and deliver implementable IoT solutions more quickly.<br />
– But there are so many interconnected parts that need to work together. Change takes time. The project has helped the City of Stockholm to make a knowledge shift in terms of how IoT can contribute to the sustainability work at Stockholm Royal Seaport (Norra Djurgårdsstaden), and the work required by the City’s administrations and companies.</p>
<h3>Finally, what are you most proud of?</h3>
<p>– That we have raised the maturity level of all parties and that there is a positive attitude towards the further development of IoT among the needs owners in the City of Stockholm. We have forged new relationships and increased understanding of each other’s development needs across administrative boundaries, which is very important for the continued work.</p>
